Legal Protection of Animals: Who is in Charge of Implementation of the Animal Welfare and Protection Act? Felony of Animal Torture and Murder

Animal Welfare and Protection Act of B&H is the main legal act in area of animal protection in B&H. every law of an entity or sub-law act from this area must be synchronized with the Animal Welfare and Protection Act of B&H. Animal Welfare and Protection Act of B&H is a good and functional law that is not being implemented only because certain political and expert circles do not want its implementation.

Torturing and killing animals in B&H is a felony, regulated by Article 318 of Penal Law of FB&H, Article 433 of Penal Law of RS and Article 312 of Penal Law of Brcko District.

If you are a witness of animal torture or killing, you are legally required to undertake following steps, and legal procedure is as follows:

1. First, the injured animal should be taken to a veterinarian office and given necessary first aid, while at the same time police station in charge should be notified.

2. Gather all the evidence that can be acquired (an object used to abuse the animal, photos, recordings, witnesses’ statements, medical documentation about injuries or autopsy reports). This evidence should be demonstrated to the police.

3. Torturing and / or killing animals is a felony (Article Article 318 of Penal Law of FB&H, Article 433 of Penal Law of RS and Article 312 of Penal Law of Brcko District)

4. Not reporting and/or covering a criminal activity as well as a person who committed it is a felony in its own right, so citizens are legally required to report torture and murder of animals.

5. Citizens are obliged, in accordance with regulations of the Criminal Proceedings Law of FB&H, RS and BD to file a criminal complaint directly to a district attorney office in charge with an exact description of the events and listing the evidence they are in possession off or are aware off.

6. If a case is reported to the police, official persons in charge have legal obligation to submit a report about committed felony to the district attorney office in charge or to forward the received report to the attorney office in charge.

7. Apart from the report to the police, citizen or citizens are obligated to report the case to the authorized veterinarian inspection.

8. Apart from killing and torturing animals being a felony, and Animal Welfare and Protection Act prescribes that killing, torturing and abandoning animals is forbidden, and violations of this Law are reported to the authorized veterinarian inspection.

9. Killing and torturing animals can be simultaneously reported as a felony and to the veterinarian inspection as a violation against Animal Welfare and Protection Act. However, if Veterinarian inspection receives a report on the case of torturing and/or killing an animal, veterinarians have legal obligation to forward the case to the police because a felony is the gravest form of an act against rights and integrity of a human, an animal, society and legal organization as a whole; felony can only be investigated as a part of an investigation conducted by the police and supervised by the authorized district attorney in charge of an investigation.

10. Felony of torturing and killing animals is prosecuted by the official duty. Felonies prosecuted by the official duty fall under the canton’s attorney office and district attorney office. Criminal complaint is submitted to a district attorney office in charge, orally, in writing or through other medium. If criminal complaint is submitted with the police, district attorney office not in charge or the court, they will receive the complaint and forward it immediately to a district attorney office in charge as prescribed by the Criminal Proceedings Law. Apart from the criminal complaint being submitted (orally / in writing) to a district attorney office in charge, it can also be submitted with the police who are obligated to forward the report to the district attorney office in charge for consideration in accordance with Criminal Proceedings Act.

11. If the police came to the sight and performed an inspection after the citizen report, they are obligated to inform the district attorney in charge, and then submit a report about committed felony to district attorney in charge.

12. If district attorney concludes that the criminal complaint is founded, legal proceedings will be initiated. And if district attorney drops the charges, damaged party can take their place as the plaintiff.

13. Whether someone will be convicted or freed from the charges for committing the felony he is being charged for by the district attorney depends essentially on evaluation of the evidence performed by the court in charge, based on thorough evaluation of every piece of evidence individually and in connection to the other evidence, and listing evidence is very important in this regard.

14. In the event criminal proceedings are not initiated, authorized veterinarian inspection is obligated to penalize the perpetrator in accordance with the regulations of the Animal Welfare and Protection Act of B&H.

Authority for Animal Welfare and Protection Act of B&H Implementation
Veterinarian inspections, through official veterinarians, are in charge of implementation of Animal Welfare and Protection Act of B&H.

In performance of inspection supervision, in accordance with rights and obligations prescribed by this law and sub-law act determined based upon it, the official veterinarian is entitled to:

a) Free access to all areas where animals are situated or being used if there is a suspicion that the animals are not being treated in a way that would be in accordance with the prescriptions of this law;

b) Conduct regular examinations of all areas where animals spend time or are being used, fairs,manifestations, animal stores, transportation etc (Article 37 of Animal Welfare and Protection Act)

When performing an inspection, in accordance with rights and obligations prescribed by this law and sub-law acts brought based upon it, obligations and procedures of an official veterinarian are:

a) To document the procedure and results of the performed inspections and undertaken measures and report the Office about it;

b) Order the owner in an individual case necessary measures in order to meet the regulations of this Law;

c) Temporary or permanently take away an animal if prescriptions of this Law are being broken and situate it to different suitable place, at the expense of the animal owner;

d) Order euthanasia or slaughter of an animal if there are justified veterinary and health reasons;

e) Order unloading and resting of animals if too many animals are loaded or transport lasts for a long time;

f) Stop slaughter of animals if they have not been previously stunned;

g) Forbid operating or other procedures on the animal if an analgesia or anesthesia was not administered;

h) Stop the operation of animal shelters if they do not meet prescriptions of this Law and regulations brought based upon it;

i) Forbid experiments on animals if there is no permit (Article 38 of Animal Protection and Welfare Act of B&H)

If the police and customs determine that there are violations of this Law or regulations based on it,, they are obligated to notify the nearest official veterinarian.

Supervision over the implementation of this Law and regulations based on it are performed by the Veterinarian Office, authorized offices of the entities and Brcko District Bosnia and Herzegovina, through official veterinarians.

If you report violation of the Animal Welfare and Protection Act B&H to the authorized veterinarian inspection, official veterinarians are obliged to act upon this report. If it is a lighter violation of the Law stipulations, which did not cause suffering and death of an animal, official veterinarians are obligated to determine in what way the reported person or the group of persons will not be in the position to violate the Law stipulations.

If reported person caused greater suffering of an animal, official veterinarian can temporarily or permanently take away the animal in the event prescriptions of this Law are being broken and situate it to a different suitable location at the expense of the animal owner; and, also, penalize the reported person with a fee.

If there is torturing and killing animal, then official veterinarians are obligated to notify the official police station.

Apart from the above, veterinarian inspections and Veterinarian Office have legal obligation to perform the control over the work and conditions of the animal shelters, and to report municipalities and towns that failed to build animals shelters.

If you witnessed torturing and/or killing of an animal and reported the case with the police who do not want to do anything, this is what you need to do:

1. Warn them about their obligation to come to the scene and Law regulations.

2. Contact higher police instance and complain about police refusal to act, file a complaint about the work of authorized official persons to the internal affairs of the Department of Internal Affairs.

3. Contact animal protection associations.

4. Contact the media.

If you are reporting violation of the Animal Welfare and Protection act, veterinarian inspection has obligation to act. If veterinarian inspection determines that there is animal abuse or killing, they are obligated to forward the case to the police. If veterinarian inspection does not want to act, you should do the following:

1. Warn them about their obligation to come to the scene and Law regulations.

2. Complain about omission to act and file a report about official veterinarians work to the higher instance and Veterinarian Office.

3. Contact animal protection associations.

4. Contact the media.

Citizens, please, bear in mind the following: nobody is above the law, although the practice in B&H is different, passivity of its citizens contributed to this. The police and veterinarian inspection HAVE LEGAL OBLIGATION – TO PERFORM BY OFFICIAL DUTY after the report about torturing and / or killing an animal. Authorized official persons in the Department of Internal Affairs: police officers and inspectors, as well as official veterinarians in veterinarian inspections, are paid by the tax payers’ money to act by and enforce the laws brought by the law making bodies on all levels of B&H and must not refuse to act upon any report. Refusal to act, not acting and obstructions when acting represent serious violations of disciplinary responsibility and are often felonies and you should bear this in mind when you want to report a case of torturing and / or killing an animal, as a violation of the Animal Welfare and Protection Act.

Also, if you have witnessed or are aware of a case of animal torture and / or killing, and you fail to report it, you are also committing a felony, because not reporting a felony is a felony in its own right. Covering up a felony and a person who committed a felony are felonies as well.

Bosnia: Two dogs shot in City Park

Two nights ago at 11 P.M. in Municipality of Banovici, a stray dog was shot from a moving car. according to witnesses, the perpetrators of the crime returned at 4 A.M. and shot another dog.

“Yellow dog was wounded and left to die after shooting, I took him to the nearest veterinary station in Lukavac town. The black dog remained dead on the spot. They were shot at from VW Turan of gray color, license plates A13 258”- said activist who wishes to remain anonymous.

The crime was reported to the police. Activists are hoping that the perpetrator(s) will be apprehended this time.

“The dogs were shot in the city park. No one can guarantee that the people couldn’t get hurt. Although it is a criminal offense, for such in a corrupt system such as is ours usually no one faces consequences of such felonies” stated the activists.

Bosnia: Desperate situation in the state owned shelter for dogs in Doboj (PHOTO/VIDEO)

Animal rights activists visited yesterday the state owned dog shelter located within the Sport and recreational center Preslica”” which is located 12 km away from Doboj. The situation is more than scary just like it was in the previous years – reported the activists.

“The stories circulate in Doboj that there are no dogs to be found in Preslica and that the shelter has been closed for a long time” – one woman said to us. We went to check what that is all about.

It was raining. There was a ZOO once, not far from the dog pound, which was now grown over by grass. In the distance, you could see the gate and hear the dogs barking.

We got out of the car. The dogs were barking. First thing we saw are the open doors on cages for dogs that were overcrowded till yesterday. We saw a dog in the small cage at the very entrance. It was barking and it seemed like with its barking, the dog was begging us to save it from this hell. Its cage was full of feces mixed with dry dog food. As it was raining, this food, obviously left by some good soul so it doesn’t starve, was slowly turning into a red stain.

We were greeted by the retriever mongrel at the entrance of the ZOO. Completely wet, it was jumping around and we concluded, based on its anxious movements, that it didn’t see a human being for a long time.

The barking became louder. We headed towards the other part of the obviously “former” shelter, where, not so long ago, dozens of abandoned dogs were fighting for bare life and piece of moldy bread. We cleared out way through the thick grass and found a dog covered with maggots. By the position of its body, that was lying so helplessly near the small dog house, we concluded without any look for further evidence, that it must have died of hunger. The maggots have already covered most of its body and it looked like it will wake up from deep sleep any minute.

In the other part of the shelter, the dog houses were grown over by grass. Last time we visited the shelter, almost a month ago, almost 20 dogs were located in those houses. We do not know what has happened to them.

The stench of the carcass, heavy rain and disbelief reminded us that we should go back.

In the place that was the zoo up till recently, in the area in which they kept wild boars, we have found several dogs. Barking … and it sounds like crying. As rain kept on falling, it seems that the sky was crying as they did. Screams, thunders, echo of rain drops mixed while rain kept on relentlessly falling on a tin roof. Despair could be felt in the air.

In the “free” part of the ZOO, we heard couple of puppies squealing. One of them had generalized demodicosis. The puppy kept running around on the rain, trying to communicate with us, but afraid to come near. The rain drops kept on falling on the open wounds on its skin – maybe it just wanted to cuddle to feel easier.

With a heavy heart and without words, we have left the hell called Preslica shelter. The dogs continued to bark begging desperately for help.

In Doboj, the citizens tried to persuade us that there weren’t any dogs in Preslica shelter. We reached the conclusion that the dogs were left to die.

We tried to get in touch with the Administration of Sport and Recreational Center “Preslica” to ask them to clarify what the situation in shelter was all about, but they did not respond to our calls.

The Association for the Protection of Animals “Lesi” from Doboj has confirmed that they have sent the requests to the Administration of SRC “Preslica” seeking to take care of dogs on several occasions, but this was never permitted.

Sarajevo: Five forgotten dogs seeking home (PHOTO)

GEDSC DIGITAL CAMERAIn the capital of Bosnia and Herzegovina, activists of animal protection associations and conscientious citizens save abandoned dogs and cats from the streets by situating them in private accommodations called pensions until they find a permanent home.

“When you find an injured dog or a cat in the streets, the only thing on your mind is to help move them to safety. The easiest thing to do is to move a dog or a cat to a pension. Problems of paying for the pension and, in most cases, inability to find a permanent or temporary home for an animal, are the problems we encounter later”, tells one activist.

Hopeless

Fahrudin Bravo- Caki told us a story about dogs forgotten in a pension.

“I would ask all people with the ability to help me find homes for six dogs I saved from the streets. They have all, on average, spent a whole year in a pension. I cover all of their costs alone. It doesn’t represent a problem for me to set aside not such a small amount of money each month, but I am sorry to see them grow up behind the bars. I would like to thank in advance to everybody who share this text” – said Bravo.

In the paragraphs to follow, you can read life stories of Sofie, Betty, Aron, Kiki, Cupka and Lava.

Sofie

Sofie is a small, traumatized, but very elegant bitch. Like many dogs of Sarajevo, she was taken to the shelter in Praca at one point. Alone, scared, already traumatized by people, she slept curled up in a corner of concrete box. Before she arrived to Praca, she was under constant attacks by other dogs, her puppies were killed by dog-catchers… Once she was attacked by a pack of dogs. She was covered in wounds, with big wounds on her stomach. Two of her breasts were surgically amputated. She was saved by Caki from everything bad that happened to her.

Sofie is very fearful. She is looking for a home with a lot of love and understanding for all her sufferings. She’s been in a pension for a year.

Betty

Betty is very playful little pup. She loves kids, other dogs, enjoys cuddling and playing with a ball. She was found in a dumpster as a puppy not even a month old. She was full of exterior and interior parasites. After vet exam, she was situated in a pension. She’s been there for fourteen months.

Aron

Aron was found in the streets. After their mother disappeared, all eleven brothers and sisters lived under the bright sky. After Caki found them like that, poor and helpless, he created a shelter for them and fed them every day. One morning, Caki came to feed them, but only found Aron in the field. To this day, it is unknown what happened to other puppies. Without any doubt, Caki moved Aron to the pension. Playful, cheerful, friendly… Aron has been waiting for a permanent home for a year.

Cupko

Cupko was born and raised in the streets of Sarajevo’s center. He used to love barking at moving cars. One time, a car drew over his back paws. He still limps on one paw. In the pension, they call Cupko a peacemaker; whenever dogs get into a fight, Cupko comes to make the peace. Cupko loves people and other dogs.

Lava

Lava was born in the streets of Sarajevo. When she was only a little pup, she was hit by a car. All three ankles on the front right paw were dislocated. After vet exam, she was situated in the pension where she has already spent ten months. Lava is 18 months old. Cheerful, friendly and loves to play. She’s been living in the pension with her boyfriend Fidel. Pension owners say that it would be a shame to move them apart. Ideally, Lava and Fidel should find a home together. It is, after all, love!

Kiki: Will You Be My Human? (PHOTO)

Hi! My name is Kiki. My life started in a trashcan: someone tossed me and my brother in it when we were less than a month old.

Caki found us but my brother didn’t survive so he picked me up, a 900 grams puppy and took me to a different location he and Neira visit every day so I would be fed and have everything I need. But one big dog didn’t like me. She attacked me, broke my shoulder and my paw, tore a huge laceration into my back. Neira found me. She thought my spine was broken as I wasn’t able to stand up and I cried a lot, so she wanted to put me out of my misery and took me to the vet so they could put me down.

But I picked all my strength up and waved my tail so she realized my spine wasn’t broken. The vets patched me up and sent me to recovery.

I was being pampered at Jovanka’s, Neira’s, Mirna’s and Ogi’s house because I wasn’t strong enough to go to a pension as I also had pneumonia and I was coughing a lot.

After all this was done, I was put in a pension and it’s been more then almost a year since I’ve been there. It is nice, I have a lot of friends and regular food and water, but that’s not what I need.

I need a family of my own, a piece of yard with a house or a tiny cushion and a TV, I need a home. Will you be my human? I am 9 months old, I love everything and everyone and I promise I can love you as much as a staff, a Doberman, a German shepherd or a husky, so why not pick me instead of those guys? Adopt me and you won’t be sorry!

URGENT HELP NEEDED: Press release of the Save The Animal Now Association !

To all of the good people who want to help !!!

We would like to introduce to you… very popular and “allegedly” aggressive … there are no stories about dogs if there are no pictures of them in the newspapers or portals …. you have probably seen them.

The situation is that they are the victims of individuals who abuse them on a daily basis, scream at them, throw firecrackers while they sleep …

Their leader is Sky (because he is extremely tall and distribution of color on the body and emotions are reminiscent of the clouds. Thief- because it really looks like a pumped up dog, Gricko (Nibbles) he affectionately nibbles you while you pet him – nothing dangerous;), Linda the submissive beauty, small Kezo (posterior right leg had healed incorrectly) the friendliest of them all, the smallest and most polite. Later two yellow savage dogs appeared, one of them is now better to the people while her sister continues to run away from us and other people (mostly she attacks and barks at people passing by).

In addition to them (not in a Sky’s pack) we have the Torny, Bjelka i Šepo (Šepko suffered a car accident a year ago but managed to recover) and Medeni that keeps our little store safe and lives in a skyscraper under the stairs.

On the other end we have the little ones from our Smeđa (Brownie) who survived the wounding (she was shot at because she bothered someone near shopping center Grbavica) but succumbed later in a car accident on Dolac Malta …, Njuška (Nose) and Popravka (Fix up), Doby, Damby, Little brown, and Kinez (Chinese) who joined them.. and in the end we have 5 little puppies, which have about 2-3 months …. that all who are in danger of being poisoned any time.

A couple of days ago someone threw firecrackers at them while they were sleeping and out of fear they attacked the first man who walked past them. Now there is a real threat that they will be poisoned (or shot), last year a man threw a hand grenade at them but luckily they escaped in time, all of them, I talked to the man and he was not joking !!!

There are about 18 of them who need our help. Every day they have food and water but they can no longer stay on the street. Last year we got them neutered and spayed and vaccinated against rabies. Not all adoptable but most could be. We just need to have patience for them.

We need help to take them away from the streets, because they will not survive, 18 of them is a lot because we do not have the funds to put them in pensions. We all feed them, take care of them, but the time has come when we have to put them somewhere safe and try to find a home for them. Pension for one is 60EUR plus food which is around 20EUR per month.

Rotweiller with breast tumour left to die…

Another awful case of animal abuse and neglect in Bosnia Herzegovina. Dalida Kozlic saved this female rottweiler in Visoko today. The poor dog was wading in a river to try and cool herself, most likely to relieve the pain of the huge tumour hanging from her.

This dog has a breast tumour, fleas all over and many wounds on her body. Her health condition is very, very poor. Dalida brought her to a vet and the dog was treated for internal and external parasites. As soon as she gets stronger, she will be operated on. She will be placed in the vet’s pension.

DOGS ARE GUILTY OF EVERYTHING! LET’S KILL THEM ALL!

Regardless of all laws and regulations, according to my experience related to care for abandoned animals, the problem of abandoned dogs in Bosnia, to be honest, is solved like this:

 1. You load dogs into a van, using the method “as much as it can fit”, and you throw them out in some hunting-ground and inform the local hunters association about the “problem”. Later, the activists come and the authorized persons become unauthorized.

 2. As a “competent person” you make some sort of an agreement with the local Major, and since you do not feel like stepping out of the car, you simply fire a burst at dogs in the settlement. It is desirable for the car to be on the move and that children are nearby, of course. Later, the activists come and the authorized persons become unauthorized.

 3. As a local hajji and if possible, a criminal with a piece of your land, you make an agreement with the Mayor, police and the veterinary inspection and open a “shelter” for lost and abandoned animals. The Veterinary Office says “Bravo! You are implementing the Animal welfare and protection law of BiH.” (In principles, this is correct, but…) And then, you take them to try lamb , sign the agreements and fulfill conditions for the “implementation” of the Law. Shelters function in the following manner:

 a) First, registration is not necessary because “why should I care, fuck dogs”.

 b) Then you inform the media on your activity. The Mayor says: “” Our team for catching dogs is formed of highly trained people. Now, citizens will be free and fearless to walk through settlements which have been filled with stray dogs, until we remembered this brilliant idea. Vote for me in the next elections too”.

 c) The „professional“ staff starts catching and placing dogs in the asylum. The Director and the Mayor talk to each other on regular basis and leave for business meetings, which include drinking beer and eating lamb, in case there is something else that needs to be signed. Everything has to be in harmony with the LAW, right?

 d) The placed dogs are killed using various methods: hitting them with a hammer on the head, putting poison in their food, and from time to time euthanizing them. If there is an activist asking what is going on, a veterinarian will appear from nowhere saying that those dogs which are gone “have been humanely euthanized since they were old and sick”. If the veterinarian is cooperative, he will present some papers which he signed in one of the aforementioned “business” meetings.

 e) „Fools dealing with dogs” come in that shelter, and after they publish photos and clips, they are banned from entering. f) Dogs die of hunger, illness, thirst. Great amounts of dog food is normally registered.

 g) Dogs breed in the middle of many shelters. The veterinarian registers castration and sterilization. The veterinarian registers vaccines and tablets against parasites. The veterinarian registers treatments too.

 h) Most municipalities have published reports on the consumption of budget assets from, let us say, 2006. Not a trace of money.

 i) „Experts find homes” for dogs, but their shelter in a godforsaken place can only be found by using tricks. Almost nobody in the local community knows that the shelter exists but when you finally find it, they tell you that 100 people visit them per month and give home to a dog.

 j) Foreigners visit them, they present the papers. Then the foreigners tell activists they are fools. The media take statements from the Director, Mayor and foreigners. And so, professional reporters, by using relevant sources and information, inform the ignorant folks on a great Mayor and his, even greater buddies.

 k) Activists do s***. l) Dogs are being killed and die in suffering. m) Activists do s****. (The final thing has no end to it. It has been repeating for years.)

 4. As a local hajji and the Mayor of some small municipality, or as the people call it “miserable backwoods”, you take a few hundreds from the budget and call local service providers, who see themselves as the hygiene service, to kill immediately dogs they find in the territory of the municipality. Then the media reports on poisoning of dogs. The Mayor records “placement of dogs into the shelter”. Later, activists come and authorized persons become unauthorized.

 5. „Endangered“ citizens and their offspring, torture and kill abandoned dogs every day. “Poor” children are unprotected from “aggressive” dogs, various parents councils talk about this everywhere, “good” boys and girls rape dogs with umbrellas, put firecrackers in their mouth, stick screws in cats’ eyes to see what will happen… Later, activists come and authorized persons become unauthorized. The Mayor, veterinarian and the police have already eaten the lamb so they are still digesting it.

 6. The media contacts Mayors, veterinarians, parents, shelters, ambulance service…

 7. Everything is done professionally and in harmony with the Animal welfare and protection law of BiH.

The lesson is: DOGS ARE GUILTY OF EVERYTHING! LET’S KILL THEM ALL!

Sarajevo: Eight puppies saved (PHOTO)

Animal rights activist from Sarajevo Arijana Arifovic saved eight abandoned puppies today.

„After a long day, returning home I’ve heard squealing in an abandoned garage filled with thrash. The neighbor told me that there was a bitch with nine small puppies in the garage located on the landslide and barely holding together. I could not ignore call for help although I was very tired of saving dogs, begging on the Facebook to pay for all the costs etc” said Arijana Arifovic.

One day after she had seen them she tried and found them a place in a paid pension and today she moved them to safety.

“I only found eight puppies. Yesterday I thought there were nine. They are not even a month old. Every day I’ll visit this place to find that one remaining baby and the mother. I would like to ask all the people who want to do so to help me pay for their accommodation. I am unable to do it alone, and I already have more than 20 dogs in pensions” – stated Arijana. Serbia: Dog Brutally Beaten in Mali Radanovac

A hunter from Subotica’s village Mali Radanovac yesterday used a club yesterday to beat a sick and powerless abandoned dog at plain sight of neighbors who begged him from the porch to stop. Since he did not pay attention to yelling, neighbors immediately called Subotica’s police who, unfortunately, did not come even after third call.

Why the police don’t do their job remains unclear. Unfortunate dog spent the whole that and the next day in the street, lying in horrible pains. Police still failed to come and conduct the inspection, and the hunter who enjoys violence over animals was not arrested. The next day, communal inspection came to the place of incident but they are not authorized to make arrests. The dog was transferred to veterinarian station where the activists from the association “Anima” from Subotica took care for him. The dog was named Miki and they are currently fighting for his life. It was determined that Miki was ill and extremely malnourished even before the injuries.

The hunter caused it many head and body injuries. Miki has a skull fracture, concussion and probably internal bleeding in the brain. Dog was examined in the vet’s office “Panvet” and could have a series of fractures, but due to general condition, it is impossible to do the imaging. Since PVS “Panvet” does not have its own stationary, dog is currently situated with one activist from the association “Anima”. The worst of all is the fact that the perpetrator of this crime is an armed hunter in legal possession of several rifles.

Police are currently investigating the case, and when asked why he did it, the hunter responded that he just “used the club to chase away the dog a little”.

Killing and Abusing Animals
Penal Law – Article 269

(1) Anyone who, in violation of regulations, hurt, torture or otherwise abuses an animal, will be punished with a fine or prison sentence of up to one year.

(2) If an action from Item 1 of this Article caused killing, torturing or hurting greater number of animals, or the action was performed towards an animal belonging to specially protected animal species, perpetrator will be fined or sentenced to prison time up to three years.

(3) Anyone organizing, financing or hosting animal fights of same or different species for personal gain, or organizing or participating in betting on these fights will be sentenced to prison from three months to three years and fined.
